RFC: Is Apache Kafka a message queue?

The classifical definition of a message queue says that:
Message queue systems guarantee that
– messages will be delivered
– and delivered once . That is no messages are delivered twice (integrity).

Kafka is an at-least-once message queue http://kafka.apache.org/documentation.html#semantics
